Due to inclement weather, the University has cancelled classes and activities at  the University Park campus on November 16, 2018.

Email messages that appear to come from a “[email protected]” email address at Penn State University with the subject line "**Your Refund Has Been Processed*" are being sent to random individuals at Penn State. The email indicates that “a refund has been generated from your student account.  Due to federal and other financial aid regulations, students may receive refunds even though they have unpaid tuition, fees, or other charges.” The email includes a link to a fake “View Information” link and is signed by Bursar Account Management.

What can you do?

If you received one of these messages (see an example shown below), simply delete the email. DO NOT click on the link, provide any information, or respond to the email. This is a phishing email that was not sent by Penn State and the link leads to a bogus site. If you did click on the link and entered your Penn State password, you should immediately go to the Penn State Password Management site at: https://www.work.psu.edu/password/change.cgi?path=3 and reset your Penn State password.

If you clicked on the email and entered any credit card or bank information, immediate contact those institutions and change any passwords they may have with those institutions.

The Office of the Bursar is experiencing a high volume of calls at this time. There have been reports that some calls to the Office of the Bursar are being disconnected/dropped after callers have been waiting in the phone queue.  Please note that disconnects can sometimes be due to a cell phone carrier related issue.  However, we are working to have this issue addressed and resolved as quickly as we can.

Students & families can continue calling the Bursar’s office by phone at 814-865-6528, but they are encouraged to contact Bursar representatives via the Contact Us option in the Bursar website.  Representatives are ready to respond to inquiries from student/families submitted via the Contact Us form.

Higher education institutions have recently seen a surge in a new credit card scam targeting international students.  In this new scam, a third party contacts students via social media (i.e., WeChat) or in person offering to secure an advantageous currency exchange rate if the third party makes a credit card payment on behalf of the student.  The student provides access to their student account (user ID and password), and the third party logs in as the student to make the payment. When the student sees that their balance is paid, they transfer payment to the third party.  Because the third party is using stolen credit cards to make payments, several weeks can pass before it is discovered that the payment made by the third party is fraudulent. Students who fall victim to this scam can experience a significant loss of funds.

While it can be a common practice in some countries to use an “agent” or a third party to facilitate financial transactions, international students need to be aware that they can become victims of this new scam when approached by a third party offering to make a payment on their behalf to obtain a better currency exchange rate.

What can you do to avoid becoming a victim of a scam?

  • Do NOT disclose your student account access information (user ID and/or password) to anyone.
  • Do NOT respond to requests from people you do not know calling or emailing you and asking for money.
  • Do NOT respond to requests from individuals or third parties asking for specific forms of payment (for example, wire transfer, gift cards).
  • Do NOT wire funds to unknown individuals.
  • Do NOT disclose your personally identifiable information: name, social security number, date and place of birth, address, telephone number, etc.
