What is a financial guarantee/voucher/letter of credit/billing authorization?

A formal document issued by a third-party sponsor that confirms their commitment to pay a student’s tuition and related fees. The document lists all authorized charges that Penn State can bill to the sponsor on the student’s behalf.  It also serves as a binding agreement between the student, the sponsor, and Penn State.
